PENANG Chief Minister Chow Kon Yeow has reiterated his firm position on Kedah’s claim over Penang, stating that the matter should be decided in court.
“See you in court,” he said when asked to comment on Kedah’s move to initiate legal proceedings regarding the state’s territorial and historical relationship with Penang.
Speaking at a press conference at Komtar on Wednesday, Chow said his response remained unchanged from three years ago when the same issue was raised.
“I repeat my answer from three years ago — see you in court, that’s all,” he said.
Last year, Chow had urged Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor to substantiate his claim that Penang belongs to Kedah through proper legal channels.
The call came after Sanusi told the Kedah State Assembly that Penang was rightfully part of Kedah and that the state could “take it back.”
Expanding on his remarks, Chow said the Penang government would refer the matter to the State Legal Adviser for further guidance.
“So far, we have not received any petition from them. However, if there is one, the first step for the state government will be to consult the State Legal Adviser,” he explained.
“If additional legal counsel is required, that decision will be made based on his advice. All related matters will be discussed at the State Legal Office,” he added.
Earlier, Kedah Menteri Besar Muhammad Sanusi announced that the state was in the final stages of appointing a legal team to pursue court action concerning the long-debated issue.
He said the move followed the concern expressed by the Sultan of Kedah, Sultan Sallehuddin Sultan Badlishah, who had emphasised the need for transparency in clarifying matters related to the historical lease arrangement.
Sanusi added that Kedah had appointed a team of researchers comprising legal and historical experts to conduct a comprehensive study, including an in-depth analysis and preparation of documents for the impending legal process.
The findings and final report from the research team were presented to the State Executive Council, state assembly members, and relevant Members of Parliament on 15 April. - November 12, 2025
