THE Ministry of Finance (MOF) has issued a stern warning against the unauthorised use of other people’s MyKad details in transactions linked to the BUDI MADANI RON95 fuel subsidy programme, following a series of complaints alleging misuse of personal identification information.
The ministry said it views allegations involving the unauthorised use of MyKad data for BUDI95 transactions as a serious matter and warned that offenders could face criminal prosecution under national registration laws.
In a statement released on Friday, MOF said possessing or using another individual’s MyKad without lawful authority constitutes a serious offence under Regulation 25 of the National Registration Regulations 1990.
Individuals convicted under the provision may face fines of up to RM20,000, imprisonment of up to three years, or both.
The ministry stressed that no party should use another person’s MyKad number or identity information without consent in order to obtain benefits under the targeted fuel subsidy scheme.
In response to the complaints, MOF said it has instructed petroleum retail companies to tighten compliance with standard operating procedures governing MyKad verification for all BUDI95 transactions.
Authorities emphasised that manual transactions conducted without physically verifying a customer’s MyKad are strictly prohibited because such practices create opportunities for unauthorised transactions, subsidy abuse and breaches of programme integrity.
The ministry also directed fuel retailers to investigate transactions suspected of violating operational procedures and to take appropriate follow-up action against petrol stations involved.
Companies have additionally been instructed to strengthen internal monitoring systems to ensure continued compliance across all stations nationwide.
Corrective measures ordered by the ministry include retraining frontline staff, displaying standard operating procedures prominently at payment counters and providing appropriate compensation or resolution to affected customers, subject to investigation outcomes.
Fuel retailers were also told to contact affected MyKad holders directly to discuss disputed transactions and possible remedial measures.
MOF added it would continue monitoring transaction patterns under the BUDI95 programme and warned that authorities would not compromise on any breaches involving standard operating procedures or targeted subsidy abuse.
Recipients under the BUDI95 programme have been encouraged to regularly review their transaction records through the official [BUDI MADANI portal](https://www.budi95.gov.my?utm_source=chatgpt.com) and immediately lodge police reports if they discover unauthorised purchases.
Affected individuals may submit formal complaints within 30 days of the incident through the BUDI MADANI Contact Centre by providing a police report containing the date, time and details of the petrol station involved, a copy of their identity card and a list of disputed transactions referenced in the report.

The contact centre operates 24 hours a day, seven days a week.
The ministry also urged the public to remain vigilant and avoid sharing MyKad information with any unauthorised parties for subsidy-related transactions.
It advised Malaysians to rely solely on official Finance Ministry channels and the BUDI MADANI portal for verified information regarding the programme. - May 29, 2026
