THE Penang Veterinary Services Department (DVS) has received a report over an alleged animal cruelty incident in which two men were reportedly seen dragging a black dog behind a motorcycle in Batu Lancang in George Town yesterday.
Independent animal rescuer David Yim, who lodged the report with the DVS, said a woman witnessed the incident and tried to stop the two men.
“The woman shouted at them and asked them to stop, but they allegedly continued dragging the dog before leaving the scene,” he said.
“The dog is believed to have suffered serious injuries. The two men and the motorcycle subsequently disappeared from the area,” he added.
Yim said the woman had also handed photographs and video recordings of the incident to him.
He urged the authorities to investigate the incident and take swift action if it was found to involve animal cruelty.
Penang DVS director Dr Saira Banu Mohamed Rejab, when contacted, confirmed that the department had received a report concerning the incident. - September 24, 2026
