MALAYSIA’S net financial burden from the 1Malaysia Development Bhd (1MDB) scandal is estimated at RM20.1 billion even after RM31.3 billion in assets and funds have been recovered, with the government warning that further recoveries will not erase the country’s losses.

Finance Minister II Datuk Seri Amir Hamzah Azizan told the Dewan Rakyat today that the RM20.1 billion estimate reflected total payments and outstanding commitments of RM51.4 billion, less the RM31.3 billion already recovered, assuming no additional funds or assets were retrieved.

As at Aug 31, the government had paid RM42.5 billion towards 1MDB-related debts and commitments, including principal, interest and other costs.

A further RM8.9 billion remains in government-guaranteed Islamic Medium Term Notes (IMTN) sukuk commitments, comprising RM5 billion in principal and RM3.9 billion in interest up to the scheduled maturity in 2039.

However, Amir said it had not set a final year to conclude all outstanding claims and asset recovery efforts, as these depend on court decisions, appeals, the tracing of assets and enforcement of orders in Malaysia and overseas.

“The year of sukuk maturity and the period for resolving claims are two different matters,” it said in a written parliamentary reply to Lee Chuan How (PH-Ipoh Timur), who asked how much could be recovered from outstanding claims and when the government expected to settle its remaining liabilities.

The government was continuing negotiations for compensation and pursuing legal action and asset recovery mechanisms domestically and abroad, Amir said.

He cautioned that sums claimed or awarded by courts did not necessarily represent money that would ultimately be recovered. The final amount would also depend on third-party rights, settlements, sums already recovered and possible overlapping claims involving the same funds.

While the government sees potential for further recoveries from parties held responsible, the ministry said these would not eliminate the losses suffered by the country.

Amir added that the wider impact included damage to investor confidence in Malaysia’s governance and the consequences of corruption exposed by the scandal.

The government’s priority remained meeting its financial commitments according to schedule while recovering as much of the misappropriated funds as possible, the ministry said. - October 28, 2026
