BUSINESSES that impose additional or hidden charges disclosed only at the final stage of a transaction risk facing legal action, with the government warning that the practice will not be tolerated.
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said action could be taken under Section 10B(1) of the Price Control and Anti-Profiteering Act 2011 (Act 723), which requires businesses to include all taxes, duties, government taxes and other charges in displayed, advertised or published prices.
He said displaying basic prices without disclosing the actual amount payable was misleading and undermined consumers' rights to make transparent and informed purchasing decisions.
The issue was particularly relevant in the services, food and beverage (F&B) and e-commerce sectors, where additional charges could emerge during the payment process.
"This principle is further reinforced through the Implementation Guidelines for the Inclusive Pricing Policy, which require the final price to be displayed, taking into account the basic price, service charges and delivery fees before consumers confirm their bookings." - November 4, 2026
