THE government is strengthening oversight of private healthcare reforms ahead of the nationwide rollout of MediAsas in January 2027, with an independent board appointed to monitor the plan's implementation, performance and long-term sustainability.
The Joint Ministerial Committee on Private Healthcare Costs (JBMKKS) said the six-member board would provide strategic direction and oversight while safeguarding public interest and supporting efforts to make private healthcare more accessible and financially sustainable.
Chaired by Professor Emeritus Datuk Dr Norma Mansor, the board comprises Professor Dr Elil Renganathan, Datuk Hamidah Naziadin, Ivan Loh Ee Hoe, Serena Thio Hui Ming and Professor Dr Woo Yin Ling.
Its members bring expertise in public policy, governance, healthcare, insurance and takaful, hospital operations and business management.
The board will also include representatives from the Health Ministry, Finance Ministry and Bank Negara Malaysia.
Health Minister Datuk Seri Dr Dzulkefly Ahmad said the board would help ensure healthcare reforms translated into better patient outcomes, more effective cost management and accessible medical protection.
"Our healthcare reforms must ultimately deliver better outcomes for patients. The Board will play an important role in ensuring MediAsas remains anchored on this purpose, by bringing together healthcare and industry perspectives to manage healthcare costs more effectively, keep protection accessible and support better care for patients over the long term," he said.
Finance Minister II Datuk Seri Amir Hamzah Azizan said the board would provide the foundations for MediAsas' transition from its pilot phase to nationwide implementation.
Meanwhile, measures announced under Budget 2027 include income tax relief on premiums or contributions for medical coverage purchased for individuals and their immediate family members.
The government has also allocated RM40 million to encourage medical coverage among employees of small and medium-sized enterprises with fewer than 75 workers.
Beyond MediAsas, JBMKKS is pursuing a standardised billing framework for private hospitals, led by the Association of Private Hospitals of Malaysia (APHM), to improve transparency and allow patients to compare common hospital charges.
Other initiatives include a doctor-to-doctor hotline and measures to improve transparency in the appointment of healthcare providers and medical practitioners under the Healthcare Partners Protocol and Solutions Committee.
JBMKKS said its Consultative Council would continue bringing together industry and consumer perspectives to support practical reforms under the RESET Strategy. - November 4, 2026
