A TOTAL of 338 offences involving the misuse of MyKad’s were recorded between 2021 and October this year, Home Minister Datuk Seri Saifuddin Nasution Ismail revealed.
He said 3,418 enforcement operations were carried out across the country with the cooperation of multiple agencies to combat offences related to the misuse of identity cards and birth certificates.
“During this period, a total of 1,377 arrests were made, with 843 prosecutions recorded under the National Registration Regulations 1990. In addition, 525 prosecutions were made under the Births and Deaths Registration Act 1957 (Act 299), while nine cases did not result in prosecution,” Saifuddin said in a written parliamentary reply published on the Parliament website yesterday.
He added that of the total, 338 offences were specifically related to IC misuse under Regulation 25(1)(e), comprising 232 cases of fake identity cards and 106 cases of using another person’s card.
“A further breakdown shows 172 cases involved Filipino nationals, 132 Indonesians and 34 individuals from other countries. Some of these cases have already been tried and sentenced according to existing laws, while others remain under investigation or prosecution,” he said.
Saifuddin was responding to a question from Zahir Hassan (PH–Wangsa Maju), who asked about the number of arrests and prosecutions for IC misuse, including identity theft and the sale of ICs.
Zahir also sought clarification on the strategies implemented to protect citizens’ personal data and ensure effective enforcement and prevention mechanisms.
The minister said the Home Ministry, through the National Registration Department (JPN), has implemented a comprehensive strategy encompassing enforcement, prevention and public education to address the issue.
“From an enforcement perspective, JPN and other agencies continue to intensify integrated operations to combat fraud, forgery and the sale of identity cards.
A special investigative task force under JPN has also been established specifically to trace syndicates involved in the sale of identities.
“In addition, regular integrated inspections in the form of surprise audits are carried out to ensure compliance with established work procedures,” Saifuddin said. - November 12, 2025
