POLICE have opened five investigation papers into suspected commercial offences linked to findings from the Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji’s (TH) financial management.

The investigations were launched after TH lodged nine police reports following the release of the RCI report, which examined the fund’s management and operations between 2014 and 2020.

Commercial Crime Investigation Department (CCID) director Datuk Rusdi Mohd Isa said the cases were being investigated under several laws, including the Penal Code, the Tabung Haji Act, the Companies Act, and the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act.

He said police were recording statements from witnesses in Malaysia and abroad, while documents related to the investigation were also being obtained.

“The investigation is ongoing,” Rusdi said in a statement.

The police investigation follows a separate probe by the Malaysian Anti-Corruption Commission (MACC) into issues highlighted in the RCI report.

The report, which was declassified and made public after approval by the Cabinet, highlighted several concerns involving TH’s financial management, including investment risks, hibah payments, accounting practices and governance weaknesses.

One of the key findings was that TH should have reported a RM1.4 billion loss in 2017 after taking into account impairment losses and adjustments, instead of the RM3.4 billion profit recorded in its financial statements at the time.

The RCI findings have placed renewed focus on decisions made during the period, particularly those involving the management of the country’s largest Islamic pilgrimage fund. – August 5, 2026
