LEMBAGA Tabung Haji (TH) has implemented 13 of the 17 recommendations assigned to the institution by the Royal Commission of Inquiry (RCI), with four remaining under action, the government said.

Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan said the RCI had issued 25 recommendations, of which eight were assigned to other parties for implementation.

The four outstanding recommendations under TH’s responsibility involve amendments to the Tabung Haji Act 1995 and the scope of oversight by Bank Negara Malaysia and the Securities Commission Malaysia.

Zulkifli said the RCI had found that the National Audit Department had not been sufficiently firm in its auditing process, concluding that TH’s financial statements for 2014 to 2017 should not have been awarded an unqualified audit opinion.

“Although TH’s financial statements for 2014 to 2017 were given an unqualified audit opinion for 2017, the Auditor-General included an ‘Emphasis of Matter’.

“The RCI considered the issues raised to be more serious and that they should have been reported as non-compliance, resulting in a qualified audit opinion.

“The RCI also considered that, had the Malaysian Financial Reporting Standards (MFRS) been fully applied, TH should have recorded a net loss of about RM1.4 billion in 2017, instead of the net profit of RM3.4 billion reported at the time,” he said.

Zulkifli was responding to Datuk Seri Panglima Madius Tangau (GRS-Tuaran), who asked about the RCI’s findings, the implementation status of its 25 recommendations, and when the full report and action matrix would be presented to Parliament. - October 9, 2026
