THE Penang government has approved a year-end bonus equivalent to one month’s salary for state civil servants, to be paid this December.
This was announced by Chief Minister Chow Kon Yeow while tabling the Penang 2027 Budget at the State Legislative Assembly (DUN) sitting today.
According to him, the payout involves 7,292 civil servants, with a total expenditure of RM16.207 million.
"This grant serves to appreciate the civil servants for their significant contributions to the state government throughout 2026. The state government is fortunate to have a team of civil servants who are dedicated, possess integrity, and are committed to ensuring that state government policies are implemented effectively."
"As a token of appreciation and recognition for state civil servants, I have approved a Special Financial Assistance (BKK) payment equivalent to one month’s salary for civil servants in the state," he said.
Chow added that one-off payments of RM300 would also be given to supervisors and teachers of Quran and Fardu Ain (Kafa) classes, staff of Islamic religious primary and secondary schools, government-aided religious schools, tahfiz and pondok institutions.
Meanwhile, Chow said Penang is looking at a record-low fiscal Budget deficit of RM5.62 million for 2027, down from RM19.92 million in 2026.
He said the state’s estimated revenue for 2027 stood at RM1.069 billion, against total estimated expenditure of RM1.074 billion.
The Batu Kawan Member of Parliament said the budget, themed “Making the Vision People-Centred, Forging a Legacy”, reflects the state’s commitment to translating development aspirations into tangible benefits for the people.
“Anchored in the aspirations of Penang2030, the budget emphasises sustainable economic growth, improved public well-being and the development of a more resilient, inclusive and harmonious Penang for all,” he said.
Penang is poised to enter 2027 on the back of a strong economic foundation, with its gross domestic product (GDP) reaching RM130.3 billion in 2025, compared with RM121.4 billion in 2024.
Chow said the 7.3% growth recorded last year exceeded both the 4.7% achieved in 2024 and the national economic growth rate of 5.2% with the manufacturing and services sectors driving the way forward. - October 30, 2026
