MALAYSIA has expanded its diplomatic footprint under Prime Minister Datuk Seri Anwar Ibrahim, positioning itself as a stable and constructive middle power at a time of heightened geopolitical competition - said Japan’s Ambassador to Malaysia, Noriyuki Shikata.
According to Shikata, Anwar has increased Malaysia’s engagement with regional and international partners, hosting foreign leaders and participating in multilateral talks as Kuala Lumpur seeks to reassert its role in regional diplomacy.
“His strategy is grounded in strategic autonomy and a consistent emphasis on Asean centrality,” Shikata said.
“Malaysia has maintained broad-based relations with major partners, including the United States, Europe, India and Japan, built on mutual respect and shared interests.”
The renewed outreach follows years of domestic political volatility after the 2018 general election, which saw multiple changes of government before Anwar took office in late 2022.
Speaking further, Shikata said Anwar’s foreign policy approach reflects a pragmatic response to shifting global dynamics and offers a workable model for medium-sized states.
Shikata added that the approach allows Malaysia to deepen engagement with multiple global powers while preserving its policy independence and national sovereignty.
Malaysia’s diplomatic calendar in 2025 was marked by a series of high-level engagements that underscored the Anwar administration’s strategy of engaging major powers across geopolitical divides.
In April, Kuala Lumpur welcomed Chinese President Xi Jinping for a state visit that resulted in a wide-ranging package of cooperation initiatives.
Agreements reached during the visit covered emerging technologies such as artificial intelligence and the digital economy, alongside traditional sectors including transport infrastructure, agriculture, tourism, cultural exchange and services trade.
The following months brought further attention to Malaysia’s expanding global ties.
At the Asean Summit in October, Anwar held talks with US President Donald Trump in what Washington described as a significant step forward in bilateral relations.
The visit culminated in the formal upgrading of ties to a Comprehensive Strategic Partnership, alongside the conclusion of a reciprocal trade agreement.
Japan also featured prominently in Malaysia’s diplomatic outreach. Newly appointed Japanese Prime Minister Sanae Takaichi travelled to Kuala Lumpur in October to attend the expanded Asean Summit, reinforcing Tokyo’s engagement with Southeast Asia under Anwar’s tenure.
Meanwhile Shikata said Anwar’s diplomatic posture reflected a careful balance between openness and principle.
“By remaining globally engaged while avoiding alignment with competing power blocs, Malaysia had demonstrated that active diplomacy and strategic independence need not be mutually exclusive — an approach increasingly relevant in a fragmented international environment,” he added. – December 29, 2025
