PENANG has achieved around 75 percent of its goals under the vision Penang2030 development masterplan just as Chief Minister Chow Kon Yeow's administration crosses the half-way mark of their tenure as the 15th state government.

With state elections expected to coincide with the federal electoral process by February 2028, Chow has about three years left to fulfill his commitments and pledges made under Penang2030.

The vision is expected to cement his legacy as the fifth chief minister of the island state.

Chow declared last night that 75 percent of Penang2030 has been attained in areas of education, healthcare, mobility, digital economy, community development and environmental awareness.

But critics, namely from civil society and the Opposition portrayed a starkly different impression, citing worsening traffic congestion and an economy that remains wobbly at best, are allegedly the true reflection of what is transpiring in Penang.

Chow told a Penang2030 festival in Komtar that the development plan continues to move from a vision into a reality setting.

"The ultimate aim is to have an international - level smart state with a strong green awareness."

Among those present were Lord Mayor and Penang Island City Council president Datuk Anthony Rajendran, who was singled out for his exemplary leadership, Seberang Prai Lord Mayor and Seberang Prai City Council president Datuk Baderul Amin Abdul Hamid, as well as state executive councillors Datuk Seri S. Sundarajoo and Jason H'ng Mooi Lye.

Chow also recorded his personal commitment to continue to struggle for a state government who has integrity and places the importance on the welfare of the people while also undertaking rapid development policies with an inclusive eco-system.

In less than five years before the Penang2030 is fully realised, Chow said that the state will continue to focus on meeting the pledges made previously.

The festival, under the theme of astronomy, is aimed at merging education, entertainment and interactive activities to woo the audience, namely the younger generation, who will inherit the Penang2030 achievements.

Among the agencies that participated were the Penang Development Corporation (PDC), the National Drug Agency, MBPPP, MBSP, Tech Dome Penang, Penang Green Council, the state fire and  rescue department, the state royal police force and the Wataniah Reserve Regiment 501. - October 12, 2025.
